and VSE version dependency to upgrade e PO and Agent.most of time its not allowing to upgrade agent form 4.5 to 4.8 ?

Is there any tool to diagnose if we are unable to push the agent/vse update from e PO 4.6.6 or on Client machine ?
what could be best solution to use e PO for multi-site inventory ?
any specific format required to backup/restore the system tree with tags and policies ?
